HPSC HCS exam overview and highlights
About HPSC HCS
The Haryana Public Service Commission HCS (Executive Branch) & Other Allied Services Examination is the premier state civil services recruitment exam in Haryana. Conducted by HPSC from Panchkula, it selects officers for the Haryana Civil Service (Executive Branch), Deputy Superintendent of Police (DSP), Excise & Taxation Officer (ETO), District Food & Supplies Controller (DFSC), Block Development & Panchayat Officer (BDPO), and Tehsildar (Class-A). The examination follows a streamlined three-stage pattern: a two-paper OMR Preliminary screening test, a four-paper descriptive Main examination (600 marks, including one Optional Subject paper), and a Personality Test (75 marks). Selected HCS (Ex. Br.) officers serve as Sub-Divisional Magistrates (SDMs), City Magistrates, and Joint Commissioners across Haryana's 22 districts and NCR urban centers.
The examination process for HPSC HCS comprises 3 stages: Preliminary Examination, followed by Main Examination (Written Descriptive), followed by Personality Test (Viva-Voce). The official syllabus tests candidates across 6 core areas — History, Culture, Geography and Economy of Haryana, History of India and Indian Culture (Prelims & Mains GS Part I), Geography of India and the World (Prelims & Mains GS Part I), Indian Polity, Governance & International Relations (Prelims & Mains GS), Indian Economy, Science & Technology and Statistical Analysis (Mains GS Part II), Compulsory Hindi, Compulsory English & Optional Subject (Mains Papers I, II & IV) — focusing on conceptual clarity, speed, and accuracy. Prelims Paper II (CSAT) is qualifying at 33%, and Prelims Paper I (100 marks) shortlists candidates in a 1:12 ratio for Mains. Candidates must score at least 45% aggregate across the 4 Mains papers (40% for SC/ST of Haryana) and at least 33% in both Hindi and English papers to be called for the Interview (1:3 ratio). Final merit is out of 675 marks (600 Mains + 75 Interview).

Factors Determining HPSC HCS Cut-Off
- Total number of notified vacancies / available seats across Haryana cadres and institutions
- Total number of registered vs actual appearing candidates in the HPSC HCS cycle
- Relative difficulty level of the question paper (and shift-wise variation in multi-shift CBT exams)
- Category-wise vertical (UR, EWS, OBC-NCL, SC, ST) and horizontal (PwBD, ESM, Women) reservation ratios
- Previous year cut-off trajectory and candidate score distribution at the top percentiles

How to prepare for HPSC HCS
- Remember the strict 45% aggregate qualifying barrier in HPSC Mains (270 out of 600 marks for General, 40% for SC/ST of Haryana) and the 33% floor in English and Hindi; in several cycles, fewer candidates than the 1:3 ratio qualified because of strict Mains marking.
- Do not underestimate Compulsory English (100 marks) and Compulsory Hindi (100 marks)—together they equal the weightage of the entire General Studies paper (200 marks) or the Optional Subject (200 marks).
- In Prelims, always bubble the 5th circle (#) if you choose to skip a question; leaving all five circles blank triggers a 0.25-mark deduction.
- Prepare Prelims GS Paper I at UPSC-level conceptual depth, as HPSC frequently asks multi-statement analytical questions alongside 8 to 12 Haryana-specific questions.
- Practice the Statistical Analysis and Data Interpretation questions included in Part II of the Mains General Studies paper for assured step marks.
- Read the official HPSC HCS notification carefully for the exact pattern, eligibility and selection stages.
HPSC HCS FAQs
Why do many seats sometimes remain vacant or have fewer interviewees in HPSC HCS?
HPSC enforces a strict statutory rule requiring candidates to score at least 33% each in Hindi and English AND at least 45% aggregate across all four Mains papers (40% for Haryana SC/ST) to qualify for the Interview.
What is the upper age limit for HPSC HCS (Executive Branch)?
The Haryana Government raised the upper age limit for HCS (Executive Branch) and Allied Services to 42 years for General category candidates, except for DSP where the age bracket is 21 to 27 years.
How many Optional Subjects do I have to choose in HPSC HCS Mains?
Candidates choose only ONE Optional Subject from the list of 29 subjects, and it is tested via a single 200-mark descriptive paper (Paper IV) in the Main Examination.
What is the 5th bubble rule in HPSC Prelims?
Every question on the HPSC OMR sheet has 5 circles (A, B, C, D, and a 5th circle for 'Not Attempted'). If you do not answer a question, you must darken the 5th circle; otherwise, 0.25 marks will be deducted.
Are Hindi and English language marks added to the final merit in HPSC HCS?
Yes, both Paper I (English - 100 marks) and Paper II (Hindi - 100 marks) are fully counted in the 600-mark written total as well as requiring a minimum 33% score.
What is the selection process and exam pattern for HPSC HCS?
HPSC HCS is conducted by Haryana Public Service Commission (HPSC) across 3 stages: Preliminary Examination → Main Examination (Written Descriptive) → Personality Test (Viva-Voce).

Educational Qualification: Bachelor's degree in Arts, Science, Commerce, or an equivalent degree from a recognized university. Age Limit: 18 to 42 years as on January 1 of the recruitment year for HCS and Allied Services (21 to 27 years for DSP), with 5 years upper age relaxation for SC, BC-A, BC-B, and unmarried/widowed women of Haryana.
Is there negative marking in the HPSC HCS exam?
Yes — One-fourth (0.25) mark deducted per wrong answer or unbubbled 5th option in Prelims; none in Mains. Candidates should use a two-pass attempt strategy during mock tests to keep accuracy above 85% and minimise negative marking deductions.
What is the salary and job profile after clearing HPSC HCS?
Pay Matrix Level 10 (INR 56,100 to INR 1,77,500) for HCS (Executive Branch) and DSP; Level 9 (INR 53,100) for ETO, DFSC, BDPO, and ARCS.
